 То есть ниже должны быть строчки с настоящей причиной. Возможно, та, что Вы нашли, или какая-то другая.

Но как быть с 

Could not load file or assembly 'Terrasoft.Core.Scheduler, Version=7.13.3.481, Culture=neutral, PublicKeyToken=edaadfbc3b0bb879' or one of its dependencies. The system cannot find the file specified.

Обычно появляется при входе в систему.

Может ли это какой то БП с таймером рушит? 

А библиотека Terrasoft.Core.Scheduler.dll реально существует, её (или одноимённые вспомогательные файлы) случайно не удалили из Terrasoft.WebApp\bin? Или поможет обычный перезапуск и читка Redis?
